Purpose. The advisory committee serves in an advisory capacity and is established to:
(1) advise and assist the city in adopting land use assumptions;
(2) review the capital improvements plan and file written comments;
(3) monitor and evaluate implementation of the capital improvements plan;
(4) file semiannual reports with respect to the progress of the capital improvements plan and report to the political subdivision any perceived inequities in implementing the plan or imposing the impact fee; and
(5) advise the political subdivision of the need to update or revise the land use assumptions, capital improvements plan, and impact fee.
(6) The advisory committee shall file its written comments on proposed impact fees before the fifth business day before the date of the public hearing on the imposition of the fees.

5-Member Committee may be appointed to perform these duties, as provided by Chapter 395 of the Texas Local Government Code. In this instance, the advisory committee shall be composed of not less than five members of which three of the five members must reside within the City of Manvel. The members shall be appointed by a majority vote of the City Council of the City of Manvel.
Not less than 40 percent of the membership of the advisory committee must be representatives of the real estate, development, or building industries who are not employees or officials of a political subdivision or governmental entity.
The committee shall attempt to meet monthly, at City Hall, at a date and time selected by the committee. Although advisory in nature, the City Council hereby requires the CIAC to follow, and be subject to, the Texas Open Meetings Act.
