Purpose. The Parks and Recreation Board shall act in an advisory capacity to the city manager and the city council in developing and enhancing the overall program for parks and recreation for the city. Specifically, the Board shall be empowered to do any or all of the following: 
(a) Act in an advisory capacity in all matters pertaining to public parks and recreational and tourism facilities operated by the city; 
(b) Make recommendations to the city manager and the city council on the annual parks and recreation budget of the city; 
(c) Make recommendations to the city council concerning the acquisition, development, improvement, equipment and maintenance of all parks and public playgrounds owned or controlled by the city within and without the corporate limits; 
(d) Oversee and advise the city council on Master Park Plans and the future development of public parks, playgrounds and recreational facilities for the city, as well as landscaping, roads, trails, buildings and equipment; 
(e) Study and make a recommendation on any anticipated purchase of additional lands and sites for parks, playgrounds and recreational facilities;
(f) Make recommendations to city council for names for parks, ball fields, and other recreational facilities; 
(g) Advise the city council concerning improvements in the maintenance, operation and general welfare of existing public parks, playgrounds and recreational facilities and the use of the same by the public; 
(h) Recommend and advise city council on programs and activities such as outdoor movies, concerts, exercise classes, kids programs, fun runs, and parades; 
(i) With proper authorization from the City Council, seek grants and sponsorships for above activities from public and private sources and donors; 
(j) Review the safety records of parks, trails and recreation facilities, and recommend changes based on safety inspections and reports; 
(k) Advise city council on the size, scope, and form of a future Parks Department as a department of the city 
(l) Develop and periodically review recommendations for a special events policy for the City, for large public events on public or private land; 
(m) Perform any other duties or tasks as may be assigned by the City Council.
